Binh was in his first year of study at Moscow’s State University of Management.

Director of the Department for Student Affairs Phung Khac Binh told reporters at a press conference.

He said: “The MoET’s International Education Development Department is drafting legal documents to ensure the safety of Vietnamese students.”

There are currently no requirements on self-financing overseas students to regularly report to Vietnamese embassies, he said.

The ministry will therefore build regulations to require these overseas students to check-in with the embassies to ensure their safety.

“Some measures have been put in place to protect the interests of Vietnamese students abroad. In Russia, two embassy officers are responsible for students’ interests, and regularly report to the Ministry’s Department of International Education Development and International Co-operation,” he said.

Immediately after getting information relating to Binh’s murder, the Vietnamese Embassy in Russia sent an officer to the scene and sent a diplomatic note to authorized Russian agencies, asking them to establish an investigation team and find the culprits fast.

The ministry warned all students studying abroad to not stay out late at night.
