Legislators appreciate efforts by President, Government

Legislators have appreciated efforts by the President, Government, Prime Minister and chiefs of judicial agencies while commenting on their performance since 2011. 

National Assembly deputies continued the 11th meeting of the 13th parliament on March 29 with a focus on the reports about the performance of the President, Government, Prime Minister and Prosecutor General. 

Regarding President Truong Tan Sang’s working report, they considered judicial reforms as one of his outstanding successes in the 2011 – 2016 tenure, given his strong promotion of the reforms has helped foster judicial pureness, strength, democracy and firmness.

Nguyen Anh Son, a deputy of Nam Dinh province, said the State leader, who is also the head of the steering committee for judicial reforms, has enhanced lawmaking renovation. Additionally, external activities conducted by the President and Vice President have helped raise Vietnam’s stature in the international arena. 

However, the President did not fully perform the legal power of commanding the armed forces or the position of the Chairman of the Council for National Defence and Security. He also did not carry out the right to re-consider laws and ordinances in case flaws are detected, Son noted. 

Deputy Bui Van Phuong of Ninh Binh province said though the President’s role of controlling the armed forces is enshrined in the Constitution, it has only been seen in the granting of military badges and in the promotion or demotion of military ranks. His performance in building up the forces and the provision of finances and equipment has not been shown clearly. 

Phuong added that relevant regulations do not clearly stipulate the State leader’s rights, leading to problems in the President’s actions within his competence. 

In terms of the Government’s and Prime Minister Nguyen Tan Dung’s performance, legislators said their prominent attainments were stabilising the macro-economy, curbing inflation, sustaining economic growth, ensuring social welfares and the signing of many free trade agreements amidst global and domestic difficulties. 

Activities of the Cabinet and its leader have been strongly improved between 2011 and 2016, the deputies noted. 

Along with recognised accomplishments, an array of matters still linger, deputy Truong Trong Nghia of Ho Chi Minh City said, pointing out serious corruption which has undermined national strength, along with rampant law violations. 

That situation is the responsibility of the entire political system, but the Government is the first to be blamed, he added. 

The lawmaker stressed that voters want the Government to reform its steering methods, while the Prime Minister should stringently punish or dismiss officials who commit violations or do not fulfill their tasks. 

At the meeting, NA deputies also spoke highly of the efforts by the Chief Justice of the Supreme People’s Court and the Prosecutor General of the Supreme People’s Procuracy in thoroughly resolving cases with incorrect or inaccurate verdicts. 

They asked the judicial agencies to clarify the responsibility of the parties involved and strengthen their resolve in settling those cases.
