Vietnamese and Chinese leaders have reached a common consensus on measures to enrich and deepen the Vietnam-China comprehensively strategic and cooperative partnership.

The declaration was made in the Vietnam-China Joint Statement issued on October 25 at the end of Prime Minister Nguyen Tan Dung’s four-day official visit to China.


The statement said that the leaders reached a consensus on the need to continue expanding and deepening the Vietnam-China comprehensively strategic and cooperative partnership, especially when the world’s economy and politics have been experiencing complicated developments.


The Vietnamese and Chinese leaders also agreed on measures to deploy the Vietnam-China comprehensive partnership, including the continuation of cordial contacts between Party and State high-level leaders.


The measures will also include further promoting the role of the Steering Committee for Vietnam-China bilateral cooperation in making a master plan on and speeding up the two countries’ comprehensive cooperation in all areas.


Additionally, the leaders resolve to complete a coordinating mechanism for developing links between different government ministries and branches and executing cooperation agreements between diplomatic services, defence, police and security forces.


The Vietnamese and Chinese leaders outlined that bilateral economic cooperation needs to be accelerated for the two countries to reach US$25 billion in two-way trade value by 2010.


To meet the target, the leaders gave the nod to further facilitating businesspeople’s investment in each country, establishing a working group on trade-economy cooperation as soon as possible and increasing the exchange of information and coordination in the fight against smuggling, counterfeit commodities and trade fraudulence.


They expressed their satisfaction with the near completion of land border demarcation, agreeing to continue to coordinate closely in addressing existing problems in a positive manner to ensure the demarcation and border marker planting along the shared border line will be finished within this year as scheduled.


The leaders agreed to sign a protocol on land border demarcation and land marker plantation and an agreement on new regulations on land border management in order to build a borderline of peace, stability, cooperation and long-lasting friendship.


They affirmed their determination to coordinate in strictly implementing the “Treaty on Tonkin Gulf Demarcation” and the “Treaty on Fishery Cooperation on the Tokin Gulf”, pledging to well conduct joint examinations and inspections of aquatic product sources in the shared fishing area and joint patrols by the two navies in the Tonkin Gulf.

The Vietnamese and Chinese leaders also pledged to push up cooperation in exploring and exploiting oil and gas structures crossing the Tonkin Gulf ’s delineation line.

The two countries will continue speeding up negotiations for the delineation of waters off the Tonkin Gulf and will exchange views in a positive manner on cooperation for mutual development in the area, the leaders said, noting that a joint survey on this area will be launched soon.


Apart from those issues, the leaders also exchanged frank views on the maintenance of peace and stability on the East Sea.


They agreed to strengthen cooperation in carrying out oceanographic research, protecting the environment, conducting hydro-meteorological forecast, exploring and exploiting oil and gas, organising search and rescue work at sea and visits by navy ships, and building a mechanism for direct exchange of information between the two armed forces.


The Vietnamese leader reiterated that Vietnam has persistently pursued “One China” policy, supporting China’s cause of reunification whilst resolutely opposing to any activity aiming for “an independent Taiwan” in any forms, affirming that the country have not developed any formal relationship with Taiwan. The stand was appreciated by the Chinese side.


During Prime Minister Nguyen Tan Dung’s visit, eight agreements and accords between the two countries were signed, including an agreement on the creation of telephone hotline; an agreement on cross-border medical quarantine; an agreement on China’s provision of credit for Vietnam; an accord on the development of the Chinese trade-economic zone in Hai Phong; an agreement on strategic cooperation between PetroVietnam and Chinese CNOC and other economic deals and contracts.
