The Supreme People’s Procuracy has accomplished an indictment involving Phan Van Anh Vu, known as Vu Nhom and high-ranking officers of the Ministry of Public Security for their violations in the purchase and sale of State-owned houses and land in Da Nang and HCM City.
According to the indictment, it was an “extremely serious corruption case” that caused public concern involving high-ranking officers of the Ministry of Public Security, causing huge losses to the State budget.

The ministry’s former general director Tran Viet Tan, and former director Bui Van Thanh were prosecuted for “showing irresponsibility, causing serious consequences” in line with Article 285 of the 1999 Criminal Code.

Phan Van Anh Vu; Nguyen Huu Bach, a former officer and Phan Huu Tuan, former deputy general director of Ministry of Public Security, were charged with “abusing position and power while performing duties” in line with Article 356 of the 2015 Criminal Code.

According to the indictment, Vu Nhom abused his power, along with support of Bach and Tuan, hired, purchased and transferred houses without auctions and not in line with State regulations. He then made them his own properties or his relatives’ or transferred them under the ownership of other people to earn illegal profits, causing a loss of more than VND1,159 billion (US$50 million) to the State budget.

Both Bach and Tuan caused losses of more than VND1,134 billion (US$48.9 million) in total.

Bui Van Thanh was prosecuted for lacking responsibilities in supervising housing prices and allowing Vu to commit illegal transfer, causing a loss of over VND222 billion (US$9.6 million).

Tran Viet Tan showed irresponsibility in management that created conditions for Vu to abuse his position and power. The loss Tan caused was over VND155 billion (US$6.7 million).

On December 14, the Investigation Police Agency under the Ministry of Public Security started criminal proceedings against Thanh and Tan for showing irresponsibility, causing serious consequences.

Earlier, Thanh had been dismissed from his post as Deputy Minister of Public Security, and Tan was stripped of his title as former Deputy Minister of Public Security in the 2011-2016 tenure.
