The decision was made at the recent 13^th conference of the ninth Party Central Committee held in Hanoi from January 11-18. At the conference, delegates discussed opinions collected from grassroots Party congresses, the National Assembly, mass organisations and intellectuals.

The draft report focuses on “Increasing the Party’s leadership and combat capacity, developing the aggregate strength of the nation, accelerating the renewal process comprehensively, and soon pulling Vietnam out of the underdeveloped status”.
