Construction of a US$15 billion industry-service-seaport complex began in Hai Ha district, northern Quang Ninh province on March 18.

The Hai Ha multipurpose complex is the nation's largest economic complex wholly-funded by domestic companies. It will include a shipyard capable of building 320,000 tonne vessels and a container port.

A steel plant with an annual capacity of 3 million tonnes and oil refinery of 7 million tonnes a year will also be built in the complex.

Investors in the project are the Vietnam Shipbuilding Industry Corporation (Vinashin), the Vietnam Coal and Mineral Industry Group, the Vietnam Oil and Gas Group, the Ha Long Investment Development Company, and the Vietnam Bank for Investment and Development.
