Patriotic Emulation Movement for 2011-2015 launched

The National Patriotic Emulation Movement for 2011-2015 will focus on reinforcing solidarity and encouraging creativity to fulfill socio-economic tasks in the new period.

The eighth National Patriotic Emulation Congress closed in Hanoi on December 28. During the two-day congress, participants heard a report on the results of the emulation movement and rewarding over the past five years and the tasks for the next five years.

In his closing speech, Prime Minister Nguyen Tan Dung praised the improvements in the emulation movement in the past five years, which encouraged people from all walks of life to weather all difficulties to obtain positive results in various fields.

Along with the national emulation movement, all sectors and localities throughout the country have launched their own movements with many practical activities. Party and State policies and guidelines on emulation work continue to be revamped.

The outcomes of emulation movements and rewarding work have positively contributed to the successful implementation of socio-economic targets for the 2006-2010 period. As a result, the macro-economy has been stabilised with a relatively high economic growth rate of 7 percent and per capita income of US$1,160 in 2010. People’s living standards have improved significantly with the number of poor households dropping to below 9.5 percent while more attention has been paid to ensuring social welfare and national security, and strengthening the bloc of great national unity. These results have laid a firm foundation for promoting the cause of national industrialisation and modernisation in the future.

Through such emulation movements, many collectives, heroic individuals and exemplary role models involved in all social aspects have been highly praised by the Party and State.

Enhancing patriotic emulation movements

Under the five-year target and the 10-year strategy for socio-economic development, Vietnam will continue to promote the Doi Moi (Renewal) process and deepen its international integration, improve people’s material and spiritual lives, maintain  socio-political stability, and safeguard its independence and territorial sovereignty.

The country will strive to achieve an annual economic growth rate of 7- 7.5 percent in the 2011-2015 period, per capita income of US$ 2,000 by 2015, 1.7 times higher than 2010 and reduce the number of poor households according to new standards by 2 percent/year thus enabling Vietnam to become an industrialised nation by 2020.

To reach this goal, it is essential to continue to promote patriotic emulation movements and rewarding. On behalf of the Government and the Central Emulation and Reward Council, PM Dung officially launched the national patriotic emulation movement for the 2011-2015 period.

Five major tasks set for the movement in the new period

PM Dung highlighted the five major tasks set for the patriotic emulation movement in the next five years with a focus on thoroughly grasping President Ho Chi Minh’s thoughts on patriotic emulation and Party and State guidelines and policies on emulation and rewarding, turning the movement into a responsibility of all people. Through revolutionary activities, the movement will then make greater contributions to the country’s renewal process.

Mr. Dung emphasised the need to implement measures to increase the quality of emulation movements, overcome obstacles in carrying out socio-economic tasks of all sectors and localities, and honour outstanding businesses and entrepreneurs.

It is necessary to examine and supervise the implementation of legal regulations on emulation and rewarding and revise and supplement the Law on Emulation and Rewards in line with the new situation, Mr Dung emphasised.

Following Mr Dung’s speech, the First Secretary of the Ho Chi Minh Youth Union’s Standing Committee Vo Van Thuong also delivered a speech in response to the national patriotic emulation movement for the 2011-2015 period.
