Vietnam and the European Union ended their third round of talks on the signing of a Partnership and Cooperation Agreement (PCA) after three days sitting in Brussels, Belgium, from April 21-23.

Both parties discussed a number of provisions and overall principles, as well as issues related to development, human rights, elimination of weapons of mass destruction and the International Criminal Court (ICC).   

They agreed that the PCA is a comprehensive agreement and provides them with a suitable framework for expanding cooperative ties over the next few years.

The Vietnamese delegation was led by Assistant to the Foreign Minister Bui Thanh Son and the EU delegation was headed by James Moran, Asian Director of the EC’s External Relations.
