All exemptions are included in Government Decree 87/2010/ND-CP which regulates the prices at which the tax will apply, the exchange rate to calculate tax, tax payment schedules and tax exemptions and refunds.

The decree also exempts imported raw materials or appliances dedicated for privileged investment sectors or which are not made in Viet Nam for five years after the date of production.

But some goods - automobile assembly parts and household appliance such as air-conditioners, electric heaters, refrigerators, washing machines, electric fans, hair driers and irons - will not be tax exempt.

Refunding taxes on materials imported to make products for export or to tariff-free zones will be calculated on the final product to be exported.

Products that were entirely built with imported materials will not be taxed.

The State Bank of Viet Nam's interbank exchange rate will be used to calculate the tax.
