The 10th National Congress of the Communist Party of Vietnam (CPV) on April 21 discussed and voted on issues related to the election of a new Central Committee for its 10th tenure. The discussions included debate on the supplemented and revised Party Statute.

The Congress also heard the 9th Party Central Committee’s (PCC) report on personnel work for the 10th PCC, and discussed and voted on the number of members of the 10th PCC.  

Tran Duc Luong, Politburo member and State President, on behalf of the Presidium, chaired the session.
The Congress agreed that the elected 10th PCC will be comprised of official and alternate members, and also unanimously adopted the Regulations for the Election of the 10th PCC.

While presenting the 9th PCC's report on personnel work for the 10th PCC, Politburo member Tran Dinh Hoan said that the 10th National Party Congress' work on personnel was to ensure the 10th PCC has high leadership and combat capacity, a consistent political ideology and innovative thinking, to unite the Party's thoughts and deeds, manifest the strength of the great national unity bloc, promote democracy in the Party on the basis of executing the principle of democratic centralisation, and be strong enough to fulfill the Party's tasks during the new stage. 

Mr Hoan said it is imperative to avoid recommending to the CPV Central Committee those Party officials who have any of the following shortcomings: First, those who possess inconsistent political ideology, lack a political viewpoint or have a tendency to elude complicated and difficult issues;

Second, those who violate the principles of democratic centralisation, and are authoritarian and repressive against those who have opposite opinions;

Third, those who are opportunist and focus on flattery, lobby only for personal fame or are narrow-minded;

Fourth, those who are responsible for serious internal disunity, corruption or wastefulness in the organisations or localities of which they are in charge;

Fifth, those who abuse power for personal benefit, possess a substantial amount of personal property, and have shortcomings in their lifestyle;
Sixth, those who refuse to undergo further education, work ineffectively and are conservative;

Seventh, those who refuse disciplinary regulations and assignments given by leaders;

Eighth, those who possess an ambiguous political record that has not been verified by authorised agencies.

Regarding criteria for Politburo and Secretariat members, they will be comprised of members of intelligence and ability from the 9th PCC, who will effectively fulfill the assigned tasks and be ready to undertake the assignments of the Politburo and the Secretariat. 

The 9th PCC proposed that the 10th National Party Congress elect to the 10th PCC 185 qualified members, including 160 official members and 25 alternate members, with reasonable account given to regions, gender, ethnicity and age, and the Congress adopted the proposal. The 9th PCC introduced 206 candidates to the Congress.
Tran Dinh Hoan said that a Party member who is not a Congressional delegate nominated himself to be candidate for the new Central Committee. He was Prof. Nguyen Xuan Han, 58, a lecturer at the Natural Science College under the National University. In addition to the number of candidates introduced by the PCC and the self-nominated candidate, the Congress will continue nominations and self-nominations in order to have a general list of nominees and self-nominees for the Congress's approval.
