Joining Vietnam as fourth seeds are Laos, Cambodia, Brunei, and Timor-Leste.

Host country the Philippines have been placed among the first seeding group along with defending champions Thailand.

Indonesia and Malaysia have been place in the second seeding group while Myanmar and Singapore find themselves as third seeds.

The groups are based on the achievements of teams at the previous version of the event, the SEA Games 2017.

In previous events, according to the rules, men's football was restricted to purely U22 teams. However, organisers have changed the rules slightly to allow each team to register up to two players who are over the age of 22 in their squad.

This means that stars of the Vietnamese senior team such as Nguyen Cong Phuong, Van Toan, Do Duy Manh, and Luong Xuan Truong will be eligible to compete in the 30th SEA Games.
