National Assembly (NA) Chairman Nguyen Phu Trong and other vice chairmen presided over the 12th session of the NA Standing Committee which opened in Hanoi on September 22.

The NA Standing Committee listened to Government reports on the implementation of policies on capital construction using State capital in the 2005-2007 period as well as the NA Standing Committee’s supervision report.

 

According to the report, in the period reviewed the Government accelerated the decentralization of granting investment licenses for ministries and localities and removed unsuitable procedures hindering the management of investment in capital construction.

 

The NA Standing Committee pointed out weaknesses in management such as a lack of comprehensive regulations and close coordination among ministries and departments as well as the poor qualifications of some organizations and individuals. There is also a shortage of strong determination to deal with cases of violations relating to investment in capital construction.

 

At the session, which is expected to last 6 days, the NA Standing Committee will give opinions on some draft laws, including the law building programme, the NA 2009 ordinances, and an adjustment programme to build laws and ordinances for 2008. They will also report on the construction of the new NA building and preparations for the fourth session of the 12th assembly.
