The National Assembly (NA) Standing Committee on September 25 gave opinions on the draft law on State Compensation with NA Vice Chairman Uong Chu Luu in the chair.

The Government report on the draft law pointed out weaknesses and limitations in legal regulations on compensation to citizens for damages caused by on-duty officers.


NA deputies stressed the need to promulgate the Law on State Compensation with a view to providing an effective legal foundation for the State to better discharge its responsibility for citizens in line with the building of a socialist-governed State of the people, for the people and by the people.


The draft law, consisting of 6 chapters and 56 articles, regulates the State’s responsibility for compensation for damages caused by on-duty officers in three main areas:  State administrative management, legal procedure and prosecution.


It also regulates the State’s responsibility to compensate individuals and organisations suffering damages without any discrimination between domestic and foreign individuals and organisations.


In conclusion, NA Vice Chairman Uong Chu Luu asked the NA Standing Committee to carefully consider the draft law to ensure its feasibility.
