The 4th ASEAN Socio-Cultural Community (ASCC 4) conference will be held in Da  Nang city on August 16 with the Vietnamese Minister of Labour, Invalids and Social Affairs, Nguyen Thi Kim Ngan in the chair.

The conference will look at the implementation of the ASCC Blueprint, especially priority fields such as dealing with global challenges, developing human resources for economic recovery, creating social welfare for women and children, and building cultural identity.

The conference will also consider adopting two drafts, namely the ASEAN leaders’ Declaration on human resource development and skills for economic recovery, and  ASEAN leaders’ Declaration on welfare and development for women and children.

The two declarations will be submitted to the 17th ASEAN summit for approval in October 2010. 

Vietnam, as ASCC Chairman for 2010, has taken the lead role in promoting a strong ASEAN community. 

Under ASEAN’s Charter, the ASCC meeting is organized twice a year to review its blueprint and report to ASEAN leaders.

The first ASCC was held in Bangkok on August 14, 2009, the second in Cha-am Huanhin (Thailand) on October 22, 2009, and the third in Hanoi on April 7, 2010.
