Chinese Party General Secretary and President Hu Jintao, who is visiting Morocco, sent a message of congratulations to Nong Duc Manh, who was re-elected General Secretary of the Communist Party of Vietnam at the 10th National Party Congress, which concluded on Tuesday.

The message said, “We are pleased to see that in the past 20 years, particularly after the 9th National Party Congress, Vietnam has obtained great achievements in the cause of socialist construction and the Doi Moi (Renewal) process, with socio-political stability, high consecutive economic growth rates, and an elevated international position. …. I believe that under the clear-sighted leadership of the Communist Party of Vietnam and guidelines of the 10th congress, the cause of socialist construction and Doi Moi will move forward steadily.

Under the motto of "friendly neighbourliness, comprehensive co-operation, long-lasting stability and looking forwards to the future", the friendly neighbourliness and comprehensive co-operation between the two Parties, States and peoples will constantly develop in the future.”

Former Chinese Ambassador praises Vietnam’s foreign policy

Vietnam has properly implemented a foreign policy of independence, self-reliance, diversification and multilateralisation of external relations and established fine relations with many countries around the world. Currently, Vietnam has established diplomatic ties with 172 countries and the country’s position in the world has been heightened.

The statement was made by Chinese Ambassador to Vietnam Qi Jianguo during an interview with a Beijing-based VOV reporter on the occasion of the 10th National Party Congress.

Mr Qi said Vietnam has organised many international summits and conferences successfully, such as the 5th ASEM Summit. Vietnam’s renewal policy has helped the country develop strongly and the country has implemented the 9th Congress’s policies and directions successfully, gaining significant achievements such as annual GDP growth rate of 7.5 percent. Vietnam has become the world’s second largest rice exporter after being a rice importer for many years.

Mr Qi added that the congress theme suits the country’s situation. “I think that under the leadership of Communist Party of Vietnam, the country will fulfill the target of obtaining a GDP growth rate of 8 percent and GDP per capita of more than US$1,000 by 2010,” Mr Qi said.

Mr Qi expressed his belief that after the 10th Party Congress, new Vietnamese leaders will help their people gain greater achievements in the national modernisation and industrialisation process.
