Addressing the conference, Secretary of the Municipal party Committee Pham Quang Nghi called on all Party members to promote unity and shoulder responsibility when Hanoi and Ha Tay are due to merge this August.

He said two of the most important issues are personnel and administrative reforms.

Most delegates at the conference agreed that due attention should be paid to personnel arrangement to ensure the right cadres are in the right positions and the incompetent cadres must be replaced.

All delegates are determined to carry out the National Assembly’s plan to expand the boundaries of the capital city.
