Lieut. Gen Truong Quang Khanh, Deputy Minister of National Defence made this statement while receiving V. K. Dzirkaln, deputy director of the Federal Service of Technical Military Cooperation of Russia (FSTMC) and chairman of the Russian sub-committee of the Russia-Vietnam Intergovernmental Commitee on Technical Military Cooperation (RVIC) in Hanoi on February 15.

Lieut. Khanh said that over past years, through RVIC, bilateral technical military cooperation has been carried out effectively, with the aim of strengthening and developing friendly relations between the two peoples and armies.

Dzirkaln highly valued the results of technical military cooperation between the two armies following the annual 12^th meeting of RVIC, adding that the current visit provides good chance for the two sides to put forward solutions to develop bilateral cooperative ties in the near future.
