National Assembly (NA) deputies on May 16 discussed the draft law on amendments and supplements to some articles of the Law on Drug Prevention and Control and the implementation of NA resolution No 16 issued in 2003 on the pilot organisation, management and vocational training for former drug addicts in Ho Chi Minh City and other centrally run provinces.

NA deputies said that NA resolution No 16 is totally correct and on the right track to intensify detoxification and rehabilitation for drug addicts. The results achieved in the detoxification in HCM City have showed that the detoxification process includes two phases: detoxification and post detoxification management. This serves as a foundation for revising and supplementing the Law on Drug Prevention and Control with respect to rehabilitation.

They also underscored the need to study, amend and supplement some articles of the 2000 Law on Prevention and Control and focused their discussions on specifying time of post detoxification management, destroying opium poppy, preventing drug-related crime in remote and mountainous areas, clarifying family responsibility for drug users and budget allocation for drug detoxification and rehabilitation.

Regarding post-rehabilitation management, most NA deputies agreed on the importance of adding some articles relating to the community-based prevention of drug relapse in the post-rehabilitation period.

The same day, NA deputies also discussed the draft law on amendments and supplements to some articles of the Law on Oil and Gas.

Other draft laws on amendments and supplements to the Law on People’s Army Officers and adjustments to administrative boundaries of Hanoi and other provinces will be debated early next week.
