National Assembly deputies on May 29 called for high responsibility from investors, the Government and the National Assembly towards key national projects, while discussing the draft resolution on key national projects.

They agreed to amend Resolution 05 of the National Assembly on key national construction projects to be submitted to the legislature for consideration.

Deputy Pham The Duyet from northern Hai Duong province stressed the need to have mechanisms to ensure that the projects be implemented on schedule, meet technical specifications and minimise losses.

“The draft resolution should make clear the responsibility of inspection agencies to ensure the projects be implemented smoothly,” said Mr Duyet.

Deputy Nguyen Viet Chuc from Hanoi proposed that either the NA or NA Standing committee establish a provisional agency to inspect the key projects. According to him, every year, the country has between five to 10 key projects, therefore, the agency will inspect these projects on quarterly and yearly basis instead of launching inspections whenever losses are reported.  

“I think the NA must play a greater role in inspecting these projects in which the body representatives the people regarding investment plan decisions,” said Mr Chuc.

Deputy Nguyen Ngoc Tran from southern An Giang province said the draft resolution should make clear the responsibility of the Government, National Assembly and investors for key national projects.

Discussing procedures for the projects, most deputies agreed that the dossier should have a Government report submitted to the NA for approval, and pre-feasibility and feasibility study for appraisal by functional agencies.

Deputies focused their discussions on the name of the resolution, criteria, capital levels, inspection scope and the environmental standards of the projects.

Key national projects are of great significance to the country’s socio-economic development. However, after eight years of implementing the NA resolution on the issue, the progress of the projects remains low and many have failed to reach their set targets.

The cause of the problem was due to the large scale of the projects, complicated technology, poor management capacity and the failure to inspect projects and resolve issues on land acquisition for resettlement.

Most deputies said that regulations on capital levels for key national projects should be based on scientific foundations to give accurate figures and calculate the drift of prices.

To conclude the discussion, NA Chairman Nguyen Van An asked NA deputies, ministers and investors to pay a close watch on project quality to ensure the projects have high feasibility.
