National Assembly (NA) deputies on May 31 heard reports from Vice NA Chairman Nguyen Phuc Thanh, Minister of Finance Nguyen Sinh Hung and Chairman of the NA Committee for Economics and Budget Nguyen Duc Kien on the draft laws on gender equality, sending workers overseas and tax management.

The draft law on gender equality, consisting of 36 articles and five chapters, stipulates the responsibilities of agencies, organisations, families and individuals in exercising and ensuring gender equality.

The NA Standing Committee praised the initiative of including the management responsibility of the State for gender equality in the draft law. Never before has any ministry and branch been assigned with the function.

The draft law on sending workers overseas, including 69 articles and eight chapters, regulates activities relating to the sending of labourers to work abroad, the rights and obligations of enterprises and organisations engaged in sending workers overseas and those of relevant agencies, organisations and individuals.

Many NA deputies said that the draft law should clarify the responsibilities of State management agencies, consular agencies abroad and enterprises in managing, and using deposits and service and brokerage fees.

Sending labourers to work abroad is a major policy of the State and Party aimed at generating more jobs, increasing incomes, improving workers’ skills and helping them access advanced technologies in the world.

According to the Ministry of Labour, Invalids and Social Affairs, since 1999, more than 300,000 workers have been sent to work abroad, bringing the current total number of such workers to 400,000.

The draft law on tax management, including 68 articles and 9 chapters, stipulates the management of different kinds of tax, petrol and registration fees and taxes on land management.

The NA Standing Committee said it is imperative to reinforce the inspection of tax violations so as to iron out certain snags in business activities. The draft law should clearly define the responsibility of State management agencies in developing contingents of tax control workers and building tax agents.
