The 19th ASEAN summit, which opened in Bali, Indonesia, on November 17, is an important event in the region.

It has drawn the participation of top leaders not only from members of ASEAN but also from its dialogue partners, including Russia and the US as full-fledged members of the East Asia Summit.

Indonesia, ASEAN chair in 2011, places priority on building an ASEAN Community, accelerating the process of regional cooperation, increasing ASEAN’s international role and dealing with global challenges.

During the 19th ASEAN summit, themed “ASEAN Community in a Global Community of Nations”, Vietnamese Prime Minister Nguyen Tan Dung and other ASEAN leaders will review the achievements made since the 18th ASEAN summit.

They will focus on the region’s emerging issues, the roadmap to build an ASEAN community, preparations for an ASEAN joint declaration after 2015, the formulation of ASEAN vision to uphold the bloc’s central role in the world and particularly in the region.

They will also discuss important issues in the interest of each country and the world as a whole.

The implementation of the Declaration on the Conduct of Parties in the East Sea toward a Code of Conduct will be top of the agenda for the benefit of peace, stability and development in the region.

Natural calamities caused by climate change and the soaring prices of food and energy are adversely affecting the people’s lives and increasing the poverty rates in ASEAN member countries. Therefore, the establishment of a framework of cooperation in food security will be tabled for discussion.

ASEAN and its partners will sign a joint statement on ASEAN Community in a Global Community of Nations, which was initiated in the 18th summit.

They will also sign other cooperative documents including the ASEAN Framework for Equitable Economic Development, a statement on increasing the participation of people with disabilities in ASEAN Community, the ASEAN Framework for a Comprehensive Regional Economic Partnership, and the ASEAN Declaration of Commitment on HIV and AIDS.

In the spirit of activeness and responsibility, the Vietnamese delegation, led by PM Dung, will contribute to strengthening ASEAN Connectivity, building the ASEAN Community, fostering the relationship between ASEAN and its partners, increasing ASEAN’s role in the region, and improving the environment for peace, stability, cooperation, and development in the region and the world.
