Prime Minister Phan Van Khai issued an instruction on April 20, requesting that ministries, agencies and localities strengthen their management of capital, property and employees.

The instruction says that serious corruption cases uncovered recently have proven that the management of state capital, properties and employees had been loosened at various ministries, agencies and localities, resulting in corruption, loss and wastefulness.

In the instruction, the PM asked ministries, agencies, people's committees and organisations to conduct regular checks of regulations, policies and mechanisms on capital, property and employee management in order to discover and redress mistakes and shortcomings.

Leaders of agencies must examine their institutions' use of State property, capital and employees to detect weakness and shortcomings in a timely fashion and then take measures to overcome the situations or propose relevant agencies to punish organisational or individual violators.

Agencies at which serious cases of corruption, wastefulness or corrupt employees are uncovered by relevant agencies or mass media are required to investigate the cases to find out the specific circumstances and impose appropriate punishments on violators.

According to the instruction, a special team under direct control of the Prime Minister will be established to inspect agencies where serious cases of corruption and wastefulness are discovered.

The team will assess losses and adverse effects, define objective and subjective reasons and propose that Government agencies and Party committees take measures to redress the problem.

The Government Office and the Research Committee of the PM are assigned to propose members, functions and duties of the team for submission to the PM for approval.
