Vietnam, US cooperate on crisis/emergency response

(VOV) - Vietnam and the US signed a memorandum of understanding (MoU) on January 29 to improve the nation’s emergency response to disasters by developing an incident command system (ICS).

ICS departs from traditional emergency response structures and enables the creation of a temporary emergency organization uniquely matched to the requirements of each specific incident. 

It allows police, fire and other government ministries and departments to work with other emergency responders to establish a common set of incident objectives and a single plan for managing each individual incident.  

At the signing ceremony in Hanoi, Minister of Agriculture and Rural Development Cao Duc Phat and Acting US Agency for International Development (USAID) Deputy Director General Jason Foley also discussed ways to tackle climate change, avian influenza and natural calamity mitigation.

Minister Phat thanked Deputy Director Foley for the US past and continued support in combating natural disasters, specifically saying the aid was instrumental in improving Vietnam’s capacity to cope more effectively with avian influenza.

The signing of the MoU was part of activities marking the 20th anniversary of normalising Vietnam-US relations.
