Accordingly, the national trade will develop its distribution channels, with the participation of economic sectors and organizations operating in a competitive environment under the regulations of State management. It will open markets in line with WTO entry commitments and mosiblise all sources from society.

To achieve the proposal, it is necessary to develop forms and scales of enterprise operation to comply with the regulations of goods circulation. Organizational structure, technological management and business operation will also be renovated to gradually build key trade enterprises, including groups, parent-subsidiary companies, and whole-sale and retail trade companies.
