The 7th conference of the Party Central Committee concluded in Hanoi on July 17 after nine days’ sitting. It adopted three resolutions relating to the youth, intellectuals, and agricultural production, farmers and rural development in the new era.

Delegates also gave opinions on the country’s socio-economic situation in the first six months of this year and worked out major tasks for the remaining six months, which will be considered and finalised by the Party’s Political Bureau.


In his closing speech, Party General Secretary Nong Duc Manh underlined the need to strengthen the Party leadership in youth-related work. He said in the current context of national development and international integration, the youth have many opportunities but also face a lot of difficulties and challenges. Hostile forces are trying by all means to incite and spoil the youth.



“Our duty is to guide, educate and create conditions for the youth to seize opportunities, overcome challenges and stand firm to meet the requirements of the current process of national industrialisation and modernisation as well as international integration,” said Mr Manh. “This is the responsibility of the entire political system under the leadership of the Party.”


He affirmed that the Party directly leads the youth, particularly the Ho Chi Minh Communist Youth Union, considering the task of building a strong Youth Union as an important part in the Party building work.


He called for renewing youth-related work to create conditions for the youth to study, get steady jobs and improve their living conditions.


Regarding the intellectuals, Mr Manh noted that the Party considers the intellectuals as a special labour force which plays an important role in the process of national industrialisation and modernisation. He said investing in building a strong contingent of intellectuals means investing in sustainable development.   


He outlined the task of building up the strength of Vietnamese intellectuals to be on a par with other intellectuals in the developed countries in the region and the world by 2020. It is necessary to create close links between the Party and the intellectuals and reinforce the bloc of great national unity based on the workers-peasantry-intelligentsia alliance.  


He called for finalising mechanisms and policies to bring into full play the intellectuals’ potential and building a strategy to develop the contingent of intellectuals until 2020 and the following years.

The Party leader also stressed the need to develop the agricultural sector in a modern, comprehensive and sustainable manner towards large-scale production of commodities with high quality, high efficiency and high competitiveness to ensure national food security in the immediate and long-term periods. 


He said that it is necessary to build new rural areas, which have modern socio-economic infrastructure, appropriate economic structure and modes of production. In addition, efforts are needed to strengthen the workers-peasantry-intelligentsia alliance to lay a firm political and socio-economic foundation for the implementation of the socialist-oriented national industrialisation and modernisation.


The Party leader acknowledged the efforts exerted by the Government, ministries, sectors and people in curbing runaway inflation, stabilising the macro economy and ensuring social welfare in the past six months. He said though these efforts have begun to pay off, the results are not ‘stable”; inflation and trade deficit remains high; businesses are still encountering difficulties in production, and the living conditions of the majority of the population are being affected.


In the remaining six months, he said, “We continue to carry out a tight monetary policy in a flexible way, cut down on public spending, stop or delay unnecessary projects, boost exports and reduce imports in order to keep inflation in check. We have to examine and annul regulations hindering investment, production and trading while bringing into full play the industrial and services sectors, applying flexible tax policies and accelerating the disbursement of capital resources in order to achieve a steady growth.”


Mr Manh asked for a greater effort to step up administrative reform, practise thrift, combat corruption, implement social welfare policies, tackle social pressing issues and mitigate the consequences of natural disasters.


In his conclusion, Party leader Manh asked all Party Central Committee members, Party organisations, administrations, mass organisations and Party members to fully grasp the pressing issues discussed at the conference and draw up specific and practical action plans to implement the adopted resolutions successfully.
