NA Standing Committee’s fourth session ends with water debate

The three major issues under discussion at the National Assembly (NA) Standing Committee’s fourth session focused on the scope of adjustment, planning jurisdiction, and approval of water resources planning.

The NA Standing Committee concluded its four-day meeting on December 16 after giving opinions on the Committee’s proposed agenda for 2012 and debating the draft Law on Water Resources.

The committee elected a new member to the Council for Selecting Procurators for the Supreme People’s Procuracy and the Central Military Procuracy, and adopted the chief inspector of the Supreme People’s Procuracy's proposal to name Deputy Minister of Home Affairs Tran Anh Tuan to the Council.

Regarding the agenda for 2012, the Committee will hold ten sessions next year to give opinions on important issues related to draft laws and prepare for the third and fourth meetings of the 13th NA.

A number of draft laws on higher education, trade unions, the revised Labour Code and water resources will also be considered in depth before they are submitted to the NA for approval.

Members of the NA Standing Committee underlined the need to continue studying the scope of adjustment for the draft Law on Water Resources, clarify the definition of water resources and water management within Vietnamese territory in relation to other nations, and supplement an article on international cooperation regarding this issue.

The revised draft Law on Water Resources needs to clarify the responsibilities of individuals and legal entities, as well as the rights and obligations of parties using water resources, and deal with pollution-related violations.

In his closing speech, NA Chairman Nguyen Sinh Hung asked committees, ministries and sectors to promptly implement the NA Standing’s conclusions and prepare the agenda for the fifth session due to take place in January next year.
