National Assembly Standing Committee deputies discussed the draft Residence Law in Hanoi on April 5,which aims to ensure citizens’ residence right and create favourable conditions for them to lead stable lives.

Most deputies suggested that the draft law maintain the current residence management model alongside improved and simplified procedures and conditions for registration, to ensure citizens’ right to residential freedom.

They said that residential freedom is one of the basic rights in society, which has been recognised by the State in the 1946 Constitution. This right has continuously been affirmed in the country's Constitutions issued in 1959, 1980 and 1992, in the Civil Code and in other legal regulations.

The deputies agreed with the draft law's Article 5-Clause 11, which strictly bans the use of residence certificates to limit residents' legal rights and interests, considering it a new step forward in ensuring citizens' residential freedom. They argued that the regulation helps the legal rights and benefits of all residents wherever they live.
