Preparations on all sides for the upcoming 11th National Assembly (NA)'s ninth session have been nearly completed, the NA Standing Committee said at its 39th meeting, which took place in Hanoi between April 26 and May 6.

Legislators commented on nine law-making projects planned to be passed at the 11th National Assembly's ninth session.

These projects cover the law on social insurance, the HIV/AIDS prevention and combat law, the Vietnam civil aviation law (revised), the law on information technology, the law on trade in real estate, the law on securities, the law on attorneys, the law on legal support, and the cinematography law.

Law-makers also debated supplements and amendments to the law relating to the organisation of the National Assembly which is scheduled to be submitted to the upcoming ninth session of the 11th NA.

At this meeting, the NA Standing Committee members heard the Government's supplementary report on the socio-economic performance and the implementation of the State budget in 2005.

Besides, they were informed of the deployment of the country's 2006 targets and socio-economic development and land-use plans between 2006 and 2010, the balance of the State budget in 2004, and plans to define budget allocations in the new period of stability and the share of central budget collection increases in 2005.

Legislators agreed with the Government's assessments that almost all targets of the socio-economic plan have been surpassed. However, they pointed out that the quality of economic growth and the competitive capacity of many products and sectors remained low, consumer price hikes adversely impacted on both production and the people, and the structure of export products was shifted too slowly.

Wasteful spending, loss and corruption in using the State's financial resources have not yet been addressed efficiently, land management and use has seen restrictions, the quality of healthcare services, education and culture have failed to meet the requirements, social order and discipline have not been strictly observed, traffic accidents have occurred at an alarming rate and the ecosystem has been seriously degraded, legislators further said.


In the next five years, they said, the country has to hasten the rearrangement of the economic structure towards increasing the service, industrial and construction sectors' contributions to the GDP, sharpen competitiveness, accelerate the equitisation of State-owned enterprises, increase the effectiveness of the use of investment capital, push up international economic integration and administrative reform, resolutely fight corruption and practise thrift.

Also at the meeting, legislators gave opinions on the NA Standing Committee's draft resolution on civil transactions on houses with foreign involvement, which was dated before July 1, 1991.
