The total retail sales value of goods and services rose 4.7 percent to VND1,065.8 trillion (US$51.7 billion) during the first seven months of this year, according to the General Statistics Office (GSO).
The slight increase was put down to low purchasing power in recent months.
Annual inflation rose from 12.17 percent in the first month of this year to 22.16 percent in July.
Vu Manh Ha, an expert at the GSO's internal economics department, said that people had tightened their purse-strings due to high inflation and only spent money on essentials such as rent, food, fruit, vegetables, electricity, tap water and fuel.
