There are only three communes without kindergartens in the whole country after the start of the reformed kindergarten programme in 2003, reported the Ministry of Education and Training.

The ministry is now working on a project to develop kindergartens with the aim of making changes to curricula and teaching methods.

Over VND6 trillion (US$375 million) is needed to implement the programme over the next 10 years. It will be submitted to the Prime Minister for approval next month.
