2006 was significant and impressive in Vietnam’s history. The year was full of events which brought internal and external resources into play to create a new position and new opportunities for Vietnam to develop.

First of all, we can affirm that in 2006 Vietnam successfully made a breakthrough to gain momentum for further development.

The 10th National Party Congress held at the end of April defined orientations for Party activity and key tasks for national development, namely to improve the Party’s leadership capacity and fighting spirit, promote the national comprehensive Renewal process and to lift Vietnam out of its underdeveloped country status. Afterwards, the 9th session of the 11th National Assembly (NA) adopted the five-year plan for socio-economic development (2006-2010) to successfully realise the Resolutions of the 10th Party Congress. The NA also elected the State President, the NA Chairman and the Prime Minister.

The Party Congress’s realistic and creative views and guidelines and NA decisions were supported by the entire Party and people to win major achievements in 2006. Vietnam’s socio-economic situation in 2006 was prominently featured as follows:


First
, the economy obtained a rather high growth rate of 8.2 percent, exceeding the set target of 8 percent and the average growth rate of the previous five years.

Second
, the State budget, investment and international payment was kept balanced and stable to improve the macro economic environment.

Third
, progress was made in poverty reduction and employment activities. The rate of poor households based on the new poverty line dropped from 22 percent in 2005 to 19 percent in 2006, even beyond expectations.

Fourth
, external economic activities reached a record level. Newly registered and additional foreign direct investment (FDI) totaled US$10.2 billion with more than US$3.7 billion already put in place. Total export turnover also hit a record high of US$39.5 billion.

Fifth
, the socio-political situation was stabilized while national defence and security was maintained to generate a favourable environment for economic development and social stability.

Sixth
, the Government accelerated the enforcement of the Anti-Corruption Law. Some serious court cases were openly brought to justice.

The tremendous achievements recorded in the Doi Moi process over the past 20 years coupled with the successful implementation of development targets in 2006 have undoubtedly provided us with fresh impetus to move forwards and make great strides in the coming periods.

In 2006, Vietnam shone brightly both inside and outside the country.
Many international commentators called 2006 the Vietnam year. To some extent, they are right as many events of international concern took place in Vietnam this year. Vietnam became an official member of the World Trade Organisation (WTO), and Asian countries agreed to nominate Vietnam as the sole Asian candidate for non-permanent membership of the UN Security Council for its 2008-2009 term. Vietnam successfully held APEC Year 2006, which culminated in the APEC 14 Summit in Hanoi. The US Congress passed Permanent Normal Trade Relations (PNTR) legislation with Vietnam. Particularly at the recent Consultative Group Meeting, donors pledged Vietnam US$4.457 billion, the biggest amount up to now.

The above-mentioned events were good news for our entire Party and people. A deep study of each event would testify to our tremendous efforts. It took Vietnam 11 years of protracted and difficult negotiations for accession to the WTO. The US Congress’s recent approval of PNTR with Vietnam also came after more than 30 years of persistent struggle and cooperation at the same time. The fact that international donors promised a record amount of funding for Vietnam was testimony to the country’s success in its Renewal process and the steady development of its economy and stable and peaceful society. All these events represented a landmark in Vietnam’s integration into the world economy as well as an international recognition of Vietnam’s important role, position and image in the world.

Under the clear-sighted leadership of the Party and with the tremendous efforts of the entire people, Vietnam obtained extraordinary achievements in 2006. While moving forwards, we are all aware of our certain weaknesses in coping with new challenges arising from the fast changing world. However, in a new position to grasp new opportunities blessed with good soil, favourable climate and national unity, Vietnam will surely succeed in achieving the goal of a rich people, strong country and an equitable, democratic and civilised society on the way to socialism.
